The journal was founded in 1993 by the RF Ministry of Justice and the Urals State Law Academy. Over 100 issues have already been published. Among the members of the Editorial Board and Council are prominent scholars and practitioners from various regions of Russia and abroad.
Since 2007 the journal has been listed among publications which are recommended for publishing basic provisions of Doctoral and Candidate dissertations. Since 2011 the journal is indexed by EBSCO Host, since 2012 – is indexed in Ulrich's™ and from 2016 – is indexed in ERIH PLUS, since 2019 – is indexed in HeinOnline.
